USS Key West was originally built as the commercial steamer Key West No. 3 at California, Pennsylvania, in 1862.  In April and May of 1863, she was purchased by the Navy and converted into Federal tinclad gunboat number 23.  She served on the Tennessee River in patrol and escort duties.

In November 1864, Key West (along with tinclads Elfin and Tahwah) attempted to recapture a transport steamboat at Johnsonville, Tennessee.  However, the three tinclads were heavily damaged by Confederate artillery, and were subsequently burned to prevent capture by the Confederates.
